Brazil Outlines New Rules for Online Gaming Revenue Reporting

Brazil’s new gambling rules are tightening control over online gaming revenue. The Secretariat of Prizes and Betting (SPA) now requires operators to report gross gaming revenue (GGR) monthly, calculated as total bets minus prizes paid and income tax. Operators face a 12% GGR tax, plus extra levies:
7.6% COFINS (federal social contribution)
1.65% PIS (Social Integration Program)
2-5% ISS (municipal tax)
They must also pay a regulatory fee from BRL 54K to BRL 1.94M (€9K-€324K) based on revenue. SPA will monitor compliance via monthly audits through SIGAP. Tax funds will support sports programs, including the Olympic and Paralympic Committees. There’s also talk of a "sin tax" on gambling, still under debate. That’s a pretty heavy tax burden for operators! I get that Brazil wants to regulate online gambling properly, but with all these levies, will legit operators even find it profitable? Feels like smaller brands might struggle to stay afloat.
 
are you kidding me with this??? these tax rates are straight-up extortion. 12% GGR plus all those other layers? that's not regulation, that’s a shakedown. they talk about supporting sports, but let’s be real — most of that money’s going into some black hole of bureaucracy. and a "sin tax"? what a joke! this is exactly how you kill off legit operators and hand business to shady offshore sites...
